MININTER: Call to prisoners for exemplary conduct
Minister Vincent Biruta launched this message this Wednesday, September 3, 2025. He was inaugurating a modernized rehabilitation center in the Muhazi sector, in the Rwamagana district, Eastern Province.
Rwandan Interior Minister Dr. Vincent Biruta urged inmates admitted to the center to use the opportunity to prepare for their return to normal life by working with other citizens. Dr. Biruta was referring to the program that allows inmates to acquire practical skills and the social support they will receive before their release.

Dr. Biruta took this opportunity to invite the inmates to demonstrate exemplary conduct during their detention and their return to normal life.
“You will need to live in harmony within communities and pioneer transformation for development within your families,” said Dr. Biruta.
The Rwandan Minister of Interior also informed the inmates that they must avoid reoffending. According to Minister Biruta, only the inmates’ behavior will determine how this program will evolve.

Hundreds of inmates will benefit from a new reintegration model, with vocational training and family support aimed at helping former inmates reintegrate into society with confidence and dignity. The Muhazi Reintegration Center in Rwamagana District is the first to be inaugurated.
According to the Rwanda Correctional Service (RCS), this center complements the existing correctional system but focuses specifically on inmates nearing the end of their sentences. This modernization of the rehabilitation centers is part of a broader vision to help former offenders reintegrate as law-abiding citizens capable of contributing to the country’s development.
