MINISPORT-PAC: Federation funding, detailed report to be submitted beforehand

Rwandan Sports Minister Nelly Mukazayire states that no federation will receive any new funds from the Rwandan Ministry of Sports (MINISPORT) without first submitting a detailed report on the use of previously received funds.

Minister Mukazayire made this statement on Wednesday, November 5, 2025, before the Parliamentary Commission in charge of public audit (PAC) within the Rwandan parliament.

The Rwandan Minister of Sport indicated that collaboration between the Rwandan Ministry of Sport and Rwandan sports federations is hampered by federations that are slow to submit reports on the use of funds received from the Rwandan Ministry of Sport (MINISPORT). Other federations submit erroneous or falsified reports.

Of the 38 sports federations under the ministry’s jurisdiction, only 11 receive funding because they have a solid action plan.

Nelly Mukazayire took this opportunity to announce that no federation will receive any more MINISPORT funding funds without having submitted a detailed report on the use of the sums previously received.

“No federation will receive new funds without submitting a report. Federations are supposed to submit their reports on funds previously received from the ministry. From now on, we can no longer disburse funds to federations until they have submitted their reports. This measure is being implemented, and we have informed the federations,” Mukazayire stated.

Among the irregularities observed is the payment of 9,704,799,726 francs to federations for the organization of various competitions. This payment has not been audited.

Rwandan Sports Minister Nelly Mukazayire also indicated that of the 38 sports federations under the ministry’s purview, only 11 receive funding because they have a solid action plan and practical sporting activities. Their performance in representing the country in international competitions is also taken into account.

No team will represent Rwanda in international sporting competitions unless it is sufficiently prepared.

Nelly Mukazayire was questioned about the non-participation of the Rwandan national under-17 football team in the regional competition of Central and East African nations (CECAFA U17).

Nelly Mukazayire explained that Rwanda did not participate in the 2024 CECAFA U17 tournament due to insufficient preparation. This decision was made to avoid wasting public funds on a team unprepared for the competition. According to Mukazayire, no team will represent Rwanda in international sporting competitions if it is not adequately prepared.
