Rwanda-Liberia: Visa exemption for Rwandans

Rwandans are now allowed to enter and leave Liberia without a visa. This decision was recently made by Liberia following an ad hoc agreement signed by the two countries last September.

According to a statement from the Liberian Ministry of Foreign Affairs, the Liberian immigration service will issue visas to Rwandans upon their arrival in the country.

This decision, which takes effect immediately, follows an agreement signed by the two countries.

The visa exemption agreement was signed in Monrovia during the visit of Rwandan Minister Olivier Nduhungirehe.

Rwanda and Liberia signed a reciprocal visa waiver agreement in September 2025. This agreement allows citizens of both countries to travel without visa restrictions.

This measure aims to strengthen bilateral ties and regional integration. Citizens of both countries can now move freely between Rwanda and Liberia. This will facilitate travel for trade, tourism, and cultural exchange.

This agreement was signed in Monrovia during the visit of Rwandan Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, to Liberia last September.

This visit marked a significant step in strengthening diplomatic and bilateral relations between Rwanda and Liberia. At the heart of this commitment was the signing of two key memoranda of understanding aimed at enhancing cooperation between the two nations.

The new agreement establishes a visa exemption for Rwandans and lays the groundwork for greater mobility between the two nations.

These signed agreements include, in particular, reciprocal visa exemptions.

While Rwanda already has a visa-free entry policy for all African nationals, including Liberians, Rwandan nationals travelling to Liberia were required to obtain a visa.

The new agreement removes this obstacle. It establishes a visa exemption for Rwandans and lays the groundwork for greater mobility between the two nations.

Speaking after the signing ceremony, Minister Nduhungirehe emphasized Rwanda’s commitment to strengthening regional cooperation and establishing strong bilateral partnerships based on mutual respect and common development goals.

For her part, Liberia’s Foreign Minister, Sara Beysolow Nyanti, welcomed the agreements, considering them a positive step towards revitalizing Liberia’s partnerships in Africa. She commended Rwanda for its leadership in innovation, governance, and sustainable development.

The bilateral meeting also provided an opportunity for both sides to explore new avenues of cooperation in areas such as digital transformation, women’s empowerment, peacebuilding and post-conflict recovery.

This visa waiver agreement complements existing relationships in areas such as defense (since 2008), tax administration (since 2017), cooperation between police services and parliamentary dialogue.

Cooperation also extends to education, with approximately 3,000 Liberian students studying in Rwanda.
